If you get a degree validated by a university, the paperwork that has to be done usually includes projections of student numbers that must match the details provided of staffing, space and availability, so it would be normal for the first year to have an intake no more than that included in the docu...

because somebody thinks it is a good thing to do. I bet the staff are not so keen. Management rarely understands the things the staff deliver!
