Are these agencies selective about who they represent from seeing my baby's photos or does everyone get a 'yes'???

We're based just outside London so can easily commute to castings. I just wasn't sure if there is a 'top' agency that specialises and gets more work for babies than any other agencies or if all of the agencies get the same invite from clients to attend castings? Also all the ones so far charge 'port...
