should i get headshots before i get an agent? or wait till i get signed then pay for them?

From what I have read on this site, most agents ask you to get new headshots when they accept you, many have recommended or inhouse photographers that they like you to use, so I wouldn't bother. They may ask for a headshot and full length photograph to be included in your application but they do not usually expect them to be professional.

If you do want to get some headshots done, sometimes amateur photographers that want to extend their portfolios post adverts on places like gumtree offering to do actor's headshots for free. I got some good quality headshots taken by a photographer that advertised on gumtree and I didn't have to pay a penny.

It depends how old you are and who you are competing with to get an agent's attention.
If you are in the age bracket where you are competing with drama school graduates for an agent's attention you need a very good quality headshot otherwise your submission is likely to be dismissed very quickly.
If you are looking to be represented by a children's agency, then a good, clear headshot done by a competent amateur or a photography student should be fine to start with.
