IN NEED OF AN AGENCY

I am looking for an agency for my DD Who is 14. What are the best agencies? And are there additional cost or do they only get money when you get a job as i have been looking online and some agencies say there are additional costs such as being in spotlight, annual fees and photos??

There is a huge amount of information on this site about agencies. It's well worth spending some time browsing through various threads -you can pick all sorts of information.

Spotlight costs are paid to Spotlight - not to the agency. Photography might be arranged by the agency - but you should be free to choose your own professional photographer if you wish.

Annual fees... I don't think an agent should charge these. In fact they definitely shouldn't, though lots seem to get away with it. If an agent can get money from people just to be on their books then there's not much incentive to get work for the actors: much easier just to take on some more clients and take more annual fees.

In my opinion an agent should only be taking commission on fees earned - nothing else.
